The awards are based on the Cities and Municipalities Competitiveness Index (CMCI) that measures the level of competitiveness of LGUs all over the country.
The province of Rizal was awarded as the most competitive province for the fourth straight year owing to the high ranks received by its LGUs. Antipolo City was the most competitive component city for the second time followed by Calamba City and Santa Rosa City. Cainta and Taytay were the top two overall most competitive municipalities under the category of first and second class municipalities.
For Government Efficiency, the Cities of Antipolo ranked first under the component cities category. The top three LGUs under the first and second class municipalities were Cainta, Taytay and Silang.
For Infrastructure, Cainta and Taytay were the second and third among the first and second class municipalities, respectively while Antipolo City placed second under component cities.
Under the pillar of Resiliency, Antipolo City topped among component cities. Binangonan and San Mateo both from Rizal ranked second and third spots under the first and second class municipalities. P
The improved ranking of Calabarzon LGUs was facilitated by continuous orientations and trainings on the CMCI data capture forms conducted through the Regional and Provincial Competitiveness Councils. The National Competitiveness Council confers the annual competitiveness awards to LGUs to encourage them to improve systems and procedures in order to attract more investments that will generate more employment opportunities in their localities.
3. Low Cost of Living
Given the fact that Rizal seems to be an “extension” of Metro Manila, Rizaleňos enjoy the Province’s low cost of living. Commodities and basic needs are very accessible and affordable. Utilities such as water and electricity were abundant and distributed in a very reasonable price.
4. Rich Heritage of Rizal
Rizal Province’ heritage traces back from the Spanish Period. The province undergone a ton of changes in jurisdiction, name and even the towns that it consists, one of the most famous remnant of the Old Rizal was La Commandancia de Morong “La Commandancia” was the seat of the central government of the Distrito Politico Militar de Morong run by a Military Governor during the Spanish era. The La Commandancia was built in 1880 and finished in 1881 under the leadership of Mauricio Mata Cruz, the Gobernadorcillo of Pueblo de Morong. After World War II, the building was almost ruined by the war. It was restored and re-built to its original form and it is used as the center of the government of Morong, Rizal up to this day. Indeed, the cultural heritage of Rizal was a great benefit for those history enthusiast.

As all Rizaleňos know, the province houses countless leisure parks, resorts and restaurants. 6. Cultural Diversity in Rizal
Another great thing about the province is the diversity of its culture, Filipinos and even foreigner of different ethnicity and race gathers and live harmoniously in the province. People of different religions has no worries to practice their faith as the province has countless worship place, Christians, Muslim Brothers and other religion has the benefit of living in such welcoming and peaceful environment.
7. Government Projects are Moving Outside the Metro
