The North-South-Commuter Railway (NSCR) is one such project that is set to provide these advantages to residents in many BRIA developments such as those in Pampanga, Bulacan, Tarlac, and Laguna. 

Also known as the Clark-Calamba Railway, the NSCR is a 148-kilometer urban rail transit system that will link the metro to New Clark City in the north and to Calamba in the south via Tutuban, Malolos, Clark, and its 36 stations. To optimize its potential as a convenient way to get around, the NSCR will be integrated into existing and future railway lines in the Philippines—LRT Line 1, LRT Line 2, MRT Line 3, and the upcoming Metro Manila Subway. 

Designed to improve connectivity within the region, provide more sustainable transportation, and reduce commuters’ travel time, the NSCR project is divided into two phases: Phase 1 (Tutuban to Malolos) and Phase 2 (Malolos to Clark Railway and Solis to Calamba). Phase 1 will span 38 kilometers of viaduct/bridges, two river railway bridges, and 10 rail stations, while Phase 2 will offer 53 kilometers of viaduct/bridges, 45 long span bridges, three kilometers of tunnels, and underground structures, and 25 rail stations. 

Both Phase 1 and Phase 2 of the NSCR project are aimed at alleviating traffic congestion, cutting transport costs, spurring economic activity, and encouraging a population shift from the capital to regions further north. 

NSCR Phase 1 is on track to be partially operational this year, while Phase 2 will be partially operational by the second quarter of 2023. Both phases are set to be fully operational by 2024.
